MIIT Inked to Bulid up National Artificial Intelligence Innovation and Application Pilot Zones

Building national pilot zones for innovation and application of artificial intelligence is an important measure to implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the Central Economic Work Conference, and is to promote the deep integration of artificial intelligence and real economy. The establishment and construction  of the pilot zones adheres to the application-driven, opening-up scenarios to enable the landing of industries, adheres to reform and innovation and stimulates vitality with new ideas and mechanisms;  the  establishment and construction of the pilot zones adheres to the linkage and interaction between ministries and provinces, and complements each other to form joint efforts; adheres to characteristic development and develops intelligent economy according to local conditions.


Lately, the  Ministry of Industry and Information Technology (MIIT) stressed in the document that Beijing National Artificial Intelligence Innovation and Application Pilot Zone should be in combination with the overall deployment of Beijing International Science and Technology Innovation Center, giving full play to multiple advantages such as technological originality, industrial ecology, talent base and development environment, accelerating the research and development of core algorithms, basic software and hardware, accelerating the construction of intelligent infrastructure, and building a world-leading artificial intelligence innovation source. The pilot zone should focus on key areas such as intelligent manufacturing, intelligent connected cars, smart cities, and "Science and Technology-driven Winter Olympics", speed up the construction and opening up of in-depth application scenarios of artificial intelligence, optimize the governance environment, continuously promote the deep integration of artificial intelligence and the real economy, and build a demonstration zone and reform pioneer zone for high-quality development of super-large smart cities.     


Tianjin (Binhai New Area) National Artificial Intelligence Innovation and Application Pilot Zone should focus on the coordinated development strategy of Beijing-Tianjin-Hebei, meet the practical needs of industrial intelligence transformation, government service upgrade and improvement of people's livelihood quality, give full play to the policy advantages of China (Tianjin) Pilot Free Trade Zone, and promote breakthroughs in key areas such as intelligent manufacturing, smart ports and smart communities. The pilot zone should take more efforts into building artificial intelligence basic components, "artificial intelligence+innovation" industrial clusters, creating common technology hard platform and innovative service soft platform, and promoting artificial intelligence industry to supplement and strengthen the industry chain.   


Hangzhou National Artificial Intelligence Innovation and Application Pilot Zone should give full play to the fundamental  advantages of urban digital governance and advanced manufacturing, and further deepen the application of artificial intelligence technology in urban management, intelligent manufacturing, smart finance and other fields. Through reform and innovation measures,  Hangzhou will actively explore the artificial intelligence governance mode and path in line with national conditions, promote the safe and reliable promotion of new technologies and products, and strive to create an output place for urban digital governance schemes, a supply place for intelligent manufacturing capabilities, and a creation place for data use rules.


Guangzhou National Artificial Intelligence Innovation and Application Pilot Zone should closely follow the development requirements of Guangdong-Hong Kong-Macao Greater Bay Area, make full use of the conditions of complete industrial chain, innovative elements and rich application scenarios, and build an experimental zone of artificial intelligence and digital economy with high standards.  The pilot zone should focus on the development of core intelligent industries such as intelligent key devices, intelligent software and intelligent equipment, and follow up with the key technical directions such as computer vision and key application fields such as industry and commerce, and constantly explore the deep application scenarios of artificial intelligence, providing new energy for Guangzhou to realize the new vitality of old cities and the "four innovations".    


Chengdu National Artificial Intelligence Innovation and Application Pilot Area should base itself on the location advantages of "the belt and road initiative" as an important hub and strategic supporting point, grasp the construction opportunities of Dual-city  Economic Circle in Chengdu-Chongqing area, focus on the advantageous industries such as medical care and finance, release the list of application scenarios, and promote the iterative development of technology and industry. According to the characteristics of the western region,  Chengdu should actively explore and practice the innovation of policies, mechanisms and models, create a dynamic industrial ecosystem and functional area, and promote the integration and development of regional artificial intelligence.   


During the "14th Five-Year Plan" period, the Ministry of Industry and Information Technology (MIIT) will further strengthen coordination with relevant provinces and cities, regard the construction of pilot zones as an important carrier and enabling engine to promote the deep integration of artificial intelligence and the real economy, constantly explore the "depth" of mechanism reform, enhance the "height" of innovation capability, accelerate the "speed" of application, increase the "heat" of industrial agglomeration, and output experience, models, products and services, thus providing strong support for high-quality economic development.
